Mike Riback, a founding principal, has practiced public entity law since 1972 and is chair of the firm's public contract group. Mike has special expertise in public construction law issues, labor and employment law, land use, zoning, the Subdivision Map Act, public works, public safety, public records and public meeting laws.Mike is a 1968 graduate of the University of California, Los Angeles and received his J.D. degree from Loyola University School of Law in 1971. Since graduation, Mike has practiced exclusively in the field of public entity law. Mike currently serves as city attorney for the City of Union City and as chief assistant city attorney for the City of Pinole. In addition, Mike serves as general counsel for the Oro Loma Sanitary District, for the Napa Sanitation District, for the Stege Sanitary District and for the Kensington Fire Protection District.Mike has served on committees of the League of California Cities and the National Institute of Municipal Law Officers. He is a former president of the Contra Costa City Attorneys' Association and of the Bay Area City Attorneys' Association. Mike has delivered papers at League of California Cities conferences, including the City Attorneys' Spring Conference, Fire Chiefs' Leadership Seminar and the Planners' Institute, at California Special District Association conferences and Special District Institute seminars and at Lorman Education Services seminars. Mike has conducted workshops for city councilmembers, county supervisors, commissioners, board members, city clerks, managers and other staff on the Ralph M. Brown Act and conflict of interest issues throughout the state. He also conducts workshops on public construction law issues before the League of California Cities, the California Special District Association and Special District Institute.Mike has been named by his peers as a Northern California Super Lawyer for 2004 and 2005. |
