Mr. Hostettler is a director and national leader of LECG's construction advisory services. His responsibilities include consulting and providing strategic analysis and advisory services, as well as expert testimony on behalf of clients in all areas of construction. He has over twenty-five years of experience in the construction, engineering, and capital improvement industry, serving in diverse advisory positions ranging from technical and project management roles, to forensic accounting and process improvement to legal counsel, including serving as a state transportation agency executive. He has extensive experience in the analysis of construction project delivery methodologies, project initiation, bidding, project awarding, cost engineering functionalities, project scheduling, and practical applications of construction management processes and procedures. He has also conducted project cost incurred audits and provided oversight management of financial and operational aspects of construction operations for both private and government owners. Mr. Hostettler has experience with complex construction and capital program litigation as both an attorney and expert witness providing testimony and analysis of project estimating, bidding, cost and scheduling controls, and value engineering reviews and the calculation of lost sales and profits. He has performed multiple pre and post award bid analysis and audits in an effort to determine reasonableness and correctness of bids, estimates, and overall implementation of best practices. Recently as a result of corporate and government emphasis on fraud abuses, he has been asked by several corporate and governmental entities to develop statutory compliance programs that address and manage conformity with state and federal labor requirements, false claim acts, foreign corrupt practices and project control requirements as mandated by the Sarbanes-Oxley Act. |
