Mike Dean is a principal in the firm and a member of our public law department. He has over 30 years of experience as both staff and contract city attorney for municipalities including the cities of Plymouth, Dixon, Roseville and Modesto. He is currently city attorney for the City of Dixon and the City of Plymouth, and is the General Counsel to the Northern California Power Agency. During his career he also has served as special counsel to cities, counties, redevelopment agencies, housing authorities and school districts throughout Northern California. He also acts as a hearing officer for a variety of public agencies.In addition to advising his public clients on the full gamut of municipal law, Mike has developed particular expertise in the areas of electric utility law, land use, redevelopment, personnel, Indian casinos and telecommunications law. He also represents both public and private clients in the areas of real estate, construction contracts, property acquisition, and private and public works. An experienced litigator, Mike has appeared before all levels of state and federal courts, as well as a variety of administrative agencies.Mike is a past editorial board chair of the California Municipal Law Handbook, a League of California Cities publication. He also is a frequent lecturer on public law topics, including such matters as the Ralph M. Brown Act, conflicts of interest, and land use. Mike received his B.A. from the University of California, Berkeley in 1972 and his J.D. from the University of California, Hastings College of the Law in 1975. He is admitted to the California Supreme Court, the United States Supreme Court, the U.S. Court of Appeals for the Ninth Circuit, and the U.S. District courts in the Northern and Eastern districts of California. |
