Dr. Carnall is a senior managing economist at LECG in California. Since joining LECG in 1996 he has done substantial research and consulting on the economics of network industries such as telecommunications, air transport, and electric power with a primary focus on telecommunications. His work in that industry has addressed issues related to cost modeling, intercarrier compensation, and measurement and testing of service quality. He has testified in administrative and civil venues in several of the US states and has provided comments and ex parte presentations to the US Federal Communications Commissions and Department of Transportation.
Dr. Carnall has done substantial work analyzing demand in the air-transport industry and is co-author of the NBER working paper "Airline Hubs: Costs, Markups and the Implications of Customer Heterogeneity". (with Steven Berry and Pablo Spiller)
Prior to obtaining his doctorate in economics from the University of Illinois at Urbana-Champaign, Dr. Carnall received bachelors and masters degrees in civil engineering from Bradley University in Peoria, Illinois. As an engineer he was employed for almost 20 years by Caterpillar Inc. where he was responsible for the development of analytical methods for the assessment of product quality and reliability. |
