Mr. Haynes is one of the leading practitioners in the country specializing in representing private equity firms and management groups seeking licenses from the U.S. Small Business Administration (SBA) to operate as Small Business Investment Companies (SBICs). Mr. Haynes regularly counsels SBICs in all phases of the pre-licensing and post-licensing process, including assisting in preparation, negotiation and documentation of the license application, business plan, and offering documents. Mr. Haynes works closely with his SBIC clients in ongoing investment activities and SBA compliance obligations, and works with clients to structure, negotiate, and document portfolio company investments to carry out the company's investment strategies and insure compliance with SBA regulatory requirements. Mr. Haynes also represents private equity firms and major institutional investors in purchasing SBIC interests and other SBIC related activities. As a former Assistant U.S. Attorney, Mr. Haynes also represents clients on a selective basis in white collar criminal defense representation.
