Michael has 30 years of management consulting experience. He has particular expertise in the areas of major-project cost effectiveness fuel and power procurement utility restructuring and organizational development. Michael has directed industry restructuring-related assignments for utility and regulatory clients in the U.S. England Canada and South Africa. Michael has testified as an expert regarding the reasonableness of utility management practices in a variety of civil litigation matters and in rate proceedings before the Federal Energy Regulatory Commission (FERC) and the California Illinois New Jersey Ohio and Texas state public utility commissions.

Expert witness on behalf of a southwestern investor-owned utility in a base rate case proceeding. Responsible for assessing and testifying about the relative performance of the utility when compared to both regional and national peer groups using a variety of efficiency and management quality metrics for different areas of operations.
Expert witness on behalf of Connecticut Department of Utility Control regarding quantification of cost and schedule impacts of imprudent management practices during the decommissioning of Connecticut Yankee Atomic Power Plant.
Expert witness and lead consultant in audit of Basic Generation Service (BGS) Deferred Balances of Jersey Central Power & Light Company on behalf of NJ Board of Public Utilities. Sponsored testimony covering the prudence of JCP&L's purchased power expenditures included in deferred balances accounts covering the first three years of the restructuring of New Jersey's electricity markets.
Expert witness and lead consultant on assessment of power procurement costs as part of a review of Pacific Gas and Electric's financial condition for the California Public Utilities Commission (CPUC) in the midst of the California energy crisis.
