Matthew has more than eight years of consulting experience in research management issues particularly in the operations and financial management of clinical research. His diverse experience spans all aspects of research administration from federally funded laboratory research to industry sponsored clinical trials.

Representative examples of Matthew's engagement experience include:
Recently assisted a major AMC (with more than 3 000 active IRB protocols) in re-organizing its entire clinical research administrative processes and policies. The project included re-organization of the management structure redesign of the clinical trials office and implementation of the billing compliance program.
Served as the clinical research advisory service leader at PricewaterhouseCoopers LLP which comprised of a team of consultants providing strategy operations and compliance services to research institutes hospitals and academic medical centers.
Served as the lead on several major clinical trials billing compliance improvement projects at AMCs and hospital systems.
Led the strategic design of research institutes. Facilitated the conceptual design and business planning for a joint venture between a research institute (focused on adult diseases) and a leading children's hospital.
Performed clinical trials billing compliance assessments and designed improved revenue cycle for identification and billing of clinical research patients.
Served as interim-VP of research administration for 15 months at a major genomics research institute start-up. The Institute submitted 102 proposals and sub-contracts totaling $111M of support during this time. Responsible for establishment and operationalizing of all pre- and post-award policies processes and systems.
Led a financial turnaround project at the hospital research institute with a budgeted loss of $8M through improved budgeting/financial management strategies operational and policy improvements redesign of the clinical research center and medium-term strategic planning.
Led an operational and customer service improvement initiative for the IRB at a leading research hospital.
Conducted research financial compliance assessments and improvement projects for hospitals (OASC-3) higher education institutions (OMB A-21) and not-for-profit research institutes (OMB A-122) including assisting on several facilities and administrative rate proposals.
Developed five-year projections of research revenues (totaling $110M) for 10 major departments at an academic medical center for inclusion in their financial restaging plan.
Assisted in the revitalization of the medical center fundraising office through improved donor targeting and coordination of fundraising with the strategic priorities of the medical center's major departments.
