Mary Anne Gibbons was named Vice President and General Counsel for the Postal Service in January 1999 and named Senior Vice President in 2003. In this role, Gibbons serves as counsel to the Board of Governors and is a member of the Executive, Capital Investment and Business Review Committees. She is charged with helping the Postal Service keep pace with national and international business issues and opportunities in all aspects of its business, including its transformation plans and rate-setting. Gibbons manages a legal department with branch offices in 11 major metropolitan areas nationwide.
Her areas of responsibility and control range from government regulatory practice of federal ethics, torts, freedom of information and employment law to postage rate cases of $70 billion, labor negotiations of $40 billion and extensive work in legislative and international law. In addition, the General Counsel's office addresses legal issues involving intellectual property, consumer protection, revenue protection, the environment, contracts, facilities and purchasing, labor relations, as well as administrative and federal court litigation.
Gibbons previously served as deputy general counsel, Civil Practice managing counsel, managing counsel of the Postal Service’s Capital Metro Law Office and a labor law attorney for the general counsel. She has been an adjunct professor at Georgetown University Law Center, teaching U.S. legal discourse to foreign lawyers and also has been on the adjunct faculty of American University's law school. Prior to joining the Postal Service, she served as an attorney and assistant general counsel at the United Mine Workers of America Health and Retirement Funds.
Gibbons is a 1980 graduate of the Catholic University of America's Columbus School of Law. She earned her Master of Arts degree at Northwestern University, Evanston, IL, and holds a Bachelor of Arts degree from Mundelein College, Chicago, IL.
She serves as a member of the Board of Visitors for Catholic University's law school, and the Board of Directors of Episcopal Senior Members, an organization which provides housing for low income senior citizens. She is an active member of the Home School Association of Sacred Heart School and of Sacred Heart Catholic Church, both in Washington, DC.
