Mary Hekman holds the position of Counsel in the firm having originally joining the firm in 1984 after law school.Ms. Hekman has represented rural electric cooperatives and municipalities in a variety of regulatory and transactional matters, including proceedings before the Federal Energy Regulatory Commission (FERC), state regulatory commissions and federal appellate courts. These proceedings have included rulemakings, rate litigation, state regulator approval to construct generating units, power supply-side and demand-side request for proposal assessments, hydroelectric licensing, federal appeals of FERC rulemakings and individual rate decisions, and compliance with regulatory filing requirements. Ms. Hekman has actively participated in related contract and settlement negotiations, power supply planning activities, and contract preparation and review. |
