Mark F. Dever is a partner in the Government and Regulatory Affairs Practice Group and a member of the Telecommunications and Mass Media Team. He has worked on a variety of communications regulatory and appellate matters. Mark has advised several clients of the firm on their participation in the FCC's auctions of new wireless service spectrum, and he has worked extensively on the development of the FCC's competitive bidding regulations. In connection with that practice, Mark has represented one client in a number of federal appellate proceedings treating complex administrative and constitutional law questions. He has also authored several pleadings addressing communications privacy issues and a broad array of other telecommunications policy matters. Since the enactment of the Telecommunications Act of 1996, he has assisted in the representation of clients in the arbitration process to implement new local competition directives. Mark is a member of the American Bar Association and the Federal Communications Bar Association. |
