J Marcus Payne graduated as a lawyer from the Law School of The University of Western Ontario. In 1979 Marcus Payne joined Bell Canada to take up the position as Director of Contract Operations for Bell in Saudi Arabia. He was directly responsible for all aspects of performance on a $2.5bn contract involved in creating a new telecommunication network for the Kingdom along with Bell’s partners, Phillips and Ericsson. In 1983, he left Bell to join a Saudi telecom company and for the next five years was instrumental in attracting international joint venture companies to undertake a series of telecom contracts with Farham Commercial Corporation of Riyadh. In 1988, he became a founding partner of InnerAsia Consulting Group, a California-based corporation providing international consulting services to American and European companies undertaking projects in foreign jurisdictions. ICG was later dissolved into Parrington Associates Limited, of which he is senior partner and director. Parrington provides consulting and management expertise to its clients in their international telecom ventures. |
