Represent water district in assessment of water rights and strategic planning.
Review and assess water rights available in variety of property transactions.
Draft water right applications and change petitions.
Counsel private landowner regarding regulatory approvals for water transfer.
Advise landowners in disputes with State Water Resources Control Board over Board's jurisdiction.
Represent water suppliers and developers on preparation of water supply assessments under SB 610 and water verifications under SB 221.
Flood Control Law
Counsel public entities on issues related to liability and compliance with the Uniform Relocations Assistance and Real Property Acquisition Policies Act.
Draft federal legislation for flood control agencies.
Litigation
Lead attorney drafting amicus brief to California Supreme Court on behalf of statewide water agency association.
Draft motions for summary judgment in state court.
Defend local governments in California Environmental Quality Act lawsuits challenging the approval of Environmental Impact Reports.
