Larry White is a partner in the Public Finance and Government Relations Department at Chapman and Cutler LLP and has been practicing law since 1990. Mr. White serves as bond counsel, disclosure counsel and underwriter’s counsel to governmental entities and underwriters throughout the State of Illinois on a wide variety of governmental financings. Mr. White also counsels private entities on a wide variety of government relations topics, including contract negotiations and request for proposals and request for qualifications strategies and compliance. In addition, Mr. White is a frequent speaker on public finance and government relations topics. Mr. White has focused his public finance practice on Illinois governmental obligation transactions, including financings for school districts, park districts, cities, villages, libraries and fire protection districts. In addition, he is the lead attorney in the firm’s bond counsel representation of the Illinois Student Assistance Commission, the entity in Illinois responsible for creating a secondary market for higher education student loans and one of the lead attorneys in the firm’s bond counsel representation of the Regional Transportation Authority, the planning and oversight Authority for mass transit in the Chicago metropolitan area. Transactions in which Mr. White recently served as bond counsel include: Issuance by the Illinois Student Assistance Commission of its $600,000,000 Taxable Student Loan Revenue Bonds, Senior Series VIII, and Taxable Student Loan Revenue Bonds, Subordinate Series IX, the proceeds of which were used to further ISAC's mission of purchasing and originating loans to Illinois college and graduate students Issuance by the Regional Transportation Authority, Cook, DuPage, Kane, Lake, McHenry and Will Counties, Illinois of its $260,000,000 General Obligation Variable Rate Demand Refunding Bonds, Series 2005B, the proceeds of which were used to refund bonds issued to fund mass transit projects in the Chicago metropolitan area Execution by The County of St. Clair, Illinois of a Floating Rate to Fixed Rate Swap Agreement, which represented one of the first synthetic refunding transactions by an Illinois County Mr. White was named on of the 40 Under Forty Lawyers to watch in Illinois by the Law Bulletin Publishing Company. He has also previously served as Assistant Legal Counsel to Speaker Michael J. Madigan of the Illinois House of Representatives. |
