Laura Phillips is a partner in the firm's Government and Regulatory Affairs Practice Group and a member of the Telecommunications and Mass Media Team. She has over 20 years of experience working in nearly every aspect of the telecommunications market.
Laura counsels wireless and landline technology entrepreneurs and represents these clients on issues related to the development of new technologies, including devoting substantive attention to the development of spectrum auctions, network interconnection, access, universal service, Voice over Internet Protocol (VoIP) and regulatory matters stemming from communications service convergence and the growth of wireless services and the Internet. Laura is outside counsel to a major wireless carrier, assisting in its process to reband the 800 MHz spectrum band through negotiations and mediations with hundreds of incumbent licensees. Laura also counsels wireless clients on spectrum management and leasing issues as well as managing government mandates and government enforcement and compliance matters. In addition to administrative litigation, she advises technology clients on FCC digital rights management matters. She also counsels clients on regulatory billing matters, acquisitions, mergers and other business issues.
Laura is a member of the Federal Communications Bar Association, where she is currently a member of the Executive Committee as the assistant secretary. She is also formerly co-chair of the Wireless Telecommunications Practice Committee and former co-chair of the Continuing Legal Education Committee. Laura currently is vice chair of the board of trustees of Trinity (Washington) University. She also served as an adjunct professor at The Johns Hopkins University School of Advanced International Studies, teaching a course on international telecommunications. |
