Mr. Poulakidas concentrates his practice in the area of public finance, government affairs, municipal law, and property tax. Prior to joining the firm, Mr. Poulakidas served as Deputy Commissioner for the Indiana Department of Local Government Finance where he oversaw Indiana's statewide transition to a market-value-based property tax system, advised executive and legislative officials on legislation and public policy issues, reviewed local and school public financing requests, developed the initiative for an integrated statewide property tax system, and spoke on a range of property tax and economic development topics.
Mr. Poulakidas also served as Assistant Corporation Counsel for the City of Indianapolis where he represented and advised the Information Technology Board, the Information Services Agency, the Enhanced Assess Committee, the Marion County Assessor, and the Marion County Property Tax Board of Appeals.
Mr. Poulakidas has also gained an extensive understanding of government though his prior experience as a Deputy Attorney General in the Appellate and Governmental Litigation Divisions of the Indiana Attorney General's Office, as the Executive Director of the Indiana Utility Regulatory Commission, and as a Special Assistant to the Governor.
Mr. Poulakidas has argued cases before the United States Court of Appeals for the Seventh Circuit, the Indiana Court of Appeals, Indiana Circuit and Superior Courts, and the Indiana Board of Tax Review.
Mr. Poulakidas served as a federal law clerk to the Honorable Lawrence S. Margolis on the United States Court of Federal Claims in Washington, DC.
