Ms. Fletcher is an Executive Vice President with more than 28 years of applicable experience both as a government employee and as a consultant to emergency management programs. Ms. Fletcher is a recognized expert in emergency management programs and has served as a major resource to a variety of clients, including USACE, FEMA, and the nation’s capital/regional governments for the past 25 years. Since September 11, 2001, she has advised the executive leadership of a variety of organizations, including USACE, DHS, EPA, and the USCG with a focus on critical infrastructure protection, water resources safety and security, environmental terrorism, catastrophic-disaster response planning, and strategic planning for homeland security missions. She led the development of the DC Response Plan, the first major interagency counter-terrorism exercise for the NCR, and the establishment of the framework for the Regional Response Plan for the Metropolitan Washington Council of Government. In addition, Ms. Fletcher is currently working with DHS to support the training and evaluation of programs associated with the NRP. For example, she led the effort to conduct the comprehensive after-action assessment of Katrina, the outcomes of which served as many of the drivers for the current revisions to the NRP. Ms. Fletcher is an expert in collaborative decision making, structuring ESF-based plans, and also is a master facilitator.
