Kieran works primarily in the fields of public policy reform, regulation and institutional structure, including market design. He has served as an economic consultant on regulatory issues and the design of complex contracts for public agencies and private companies in Australia, Canada, New Zealand, Philippines, Singapore, and the United States.
Kieran has testified before select committees of New Zealand's House of Representatives, High Court and Commerce Commission. He has provided expert evidence before the Energy Regulatory Authority in Singapore, the Energy Regulatory Commission of the Philippines, and the National Electricity Code Administrator in Australia.
Before joining LECG, Kieran led the design of the trading arrangements for New Zealand's wholesale electricity market. He has since taken a leading role in the project teams for the Electricity Governance Establishment Project and the Grid Security Project, and served on the appeal board for the New Zealand Electricity Market.
Previous public-policy engagements have included principal advisor to the ministerial inquiry into the electricity industry; economic advisor to the leader of the opposition; member of the Prime Ministerial Taskforce on Targeting Social Assistance; economic advisor to the minister of finance; and economist at the New Zealand Treasury. |
