Mr. O'Toole has more than 30 years of practical experience working with public and private owners. In the public sector, he has worked with municipalities, agencies and authorities providing project management, construction claim and change order consulting services, financial and performance audits, risk analysis and defective construction analysis. In the private sector, he has provided these services to owners, including banks/financial institutions, attorneys, sureties, real estate developers, and contractors. Mr. O'Toole's many diverse projects include wastewater treatment plants, transit authority facilities, community buildings, medical and office buildings, churches, institutions for the handicapped, multi-family housing and housing for the elderly. Mr. O'Toole has also worked on shopping centers, R&D parks, hotels, hospitals and high-rise construction, as well as sewer, water, dam and nuclear construction. Over the course of his career, Mr. O'Toole has been called upon to testify as an expert witness in a wide variety of construction disputes.
