Mr. McKay focuses on municipal and state activities at both the legislative and executive branch levels, counseling a variety of government relations clients. With experience in both the public and private sectors, Mr. McKay advises clients on matters that relate to the intersection of business and public policy. He develops and implements legislative strategies that help companies and organizations successfully navigate the complexities of state and local government.
Before joining Brown Rudnick, Mr. McKay served as Chief of Staff to Governor Donald L. Carcieri, State of Rhode Island, where he helped direct government operations, strategic planning and political affairs. He helped shape the administration's staff and cabinet, and was responsible for managing policy decisions, communications, legislative affairs, board and commission appointments, state and municipal projects, and budgets. Mr. McKay was appointed Campaign Manager for the Governor Carcieri's 2001-2002 election, and again for the Governor's successful re-election in November 2006.
Prior to working in state government, Mr. McKay was an attorney with Taft & McSally in Rhode Island. He is also a veteran of the U.S. Army.
