Kelly Childress focuses her practice as a Health Policy Specialist in the firm's Government Strategies and Life Sciences groups.
Prior to joining Foley Hoag, Kelly worked as the Healthcare Policy Advisor to Congressman Mike Rogers of Michigan, where she was responsible for developing and managing the Congressman's healthcare policy initiatives as a member of the Energy and Commerce Health Subcommittee. Kelly coordinated negotiations between House Leadership, Committees of jurisdiction and the Administration on several key pieces of legislation, including the Deficit Reduction Act, implementation of the Medicare Modernization Act, children's healthcare (SCHIP) reform and reauthorization of the Prescription Drug and Medical Device User Fee programs.
Kelly has extensive experience working with federal agencies, states, regulated companies, patient and provider groups. She was instrumental in the enactment of the Pediatric Medical Device Safety and Improvement Act, the Assuring Pharmaceutical Safety Act to protect against counterfeit drugs, the Biodefense and Pandemic Vaccine and Drug Development Act, Medicaid health savings accounts (HSA) legislation, as well as the establishment of the bipartisan congressional Cancer Care Working Group.
Prior to her work with Congressman Rogers, Kelly was legislative aide to Congressman John Shimkus, where she specialized in health policy including the 2002 Medicare and Medicaid reform legislation, medical liability reform, health insurance reform and public health measures. She also served as the American Heart Association's government relations manager, where she directed national heart and stroke policy on Capitol Hill.
