Keith Howard is the senior partner in Cooper, White & Cooper LLP's Environmental Group. Mr. Howard represents industry, landowners, developers, and individuals in environmental regulatory proceedings, including consultation, permitting, and enforcement, with a special emphasis placed on air quality, water quality, and hazardous waste/materials issues on the federal, state, and local levels. Mr. Howard has also handled a number of matters involving land use issues, including major industrial expansions. Mr. Howard represents clients before the U.S. Environmental Protection Agency and the California Department of Toxic Substances Control in federal and state Superfund (cleanup) sites. He also represents clients before the Bay Area Air Quality Management District and its Hearing Board, and before the Regional Water Quality Control Board. Mr. Howard appears before local agencies on land use issues. His practice includes the defense of regulatory proceedings involving oil spills, air emissions, and hazardous waste/materials generator and facility violations. Mr. Howard is a member of Cooper, White & Cooper LLP's Estate Planning Group and is the estate planning representative for Cooper, White & Cooper LLP's Walnut Creek office. He has practiced estate planning, including the drafting of wills, revocable and irrevocable trusts, and other related estate planning documentation during his entire career. Cooper, White & Cooper LLP's Estate Planning Group consists of three partners and one associate, with the other two partners and associate being located in Cooper, White & Cooper LLP's San Francisco office. Mr. Howard also represents corporations, partnerships, and sole proprietorships as general outside counsel on a wide variety of legal matters, including mergers and acquisitions. Major clients include Equilon Enterprises LLC, Romic Environmental Technologies, Sensient Technologies Corporation, Crown Cork & Seal Company, Inc., Criterion Catalyst, Levin Enterprises, Sobrato Development Companies, and Gas Recovery Systems, Inc. Mr. Howard is a director and secretary of the Golden West Section of the Air & Waste Management Association, a member of the board of directors of the Lindsay Wildlife Museum, a member of the Environmental Law Section of the State Bar of California, a member of the Natural Resources Section of the American Bar Association, and the chairman of the John Muir Foundation - the fundraising arm of the John Muir Hospital. He has been a guest lecturer in environmental law at the University of Santa Clara Law School and has acted as a panelist in a number of environmental conferences and seminars, including the 1990 International Oil Spill Conference in St. Petersburg, Florida. He has completed a 40 hour course on mediation. |
