Katy Foulkes was elected to the East Bay Municipal Utility District Board of Directors in 1994 to represent Ward 3, which includes the Alameda County city of Piedmont and a portion of Oakland. Ward 3 also includes the Contra Costa County cities of Orinda, Moraga and El Sobrante, and portions of Pinole and Richmond. Foulkes was re-elected in 1998, 2002 and 2006, and served as EBMUD Board President from 2000-2002.
Foulkes, long active in community affairs, also served two terms on the Piedmont City Council, including one as mayor. Currently, Foulkes serves on the Alameda County Local Agency Formation Commission representing special districts, and represents EBMUD on joint powers agencies with the Sacramento area and the counties of Amador, Calaveras and Alpine.
As Vice-Chair of Region 5 of the Association of California Water Agencies, Foulkes serves as a member of the Association’s State Board. Foulkes is Co-Chair of the Water-Land Use Committee of the Bay Area Water Forum. She is also active in the National Women’s Political Caucus, Alameda-North and has joined the Board of the California Shakespeare Theater. A graduate of University of California Berkeley, Foulkes is Past-President of the Berkeley-Oakland-Piedmont Chapter of the Cal Alumni Association. She resides in Piedmont with her husband, Dave, who is a CPA. |
