Mike Hern is a partner on the Administrative Law & Government Relations team at LeClairRyan and is President of the Firm. With more than fifteen years' experience in state and federal energy law and regulation, he provides a broad range of advice and counsel to energy industry clients, with an emphasis on electric cooperatives. Mr. Hern represents electric utility clients in negotiating contracts for the construction of generating facilities and in obtaining certificates of public convenience and necessity for such facilities. He has significant experience in negotiating power purchase and sale agreements. Mr. Hern represented a multi-state power supply cooperative in the development of a strategic alliance with a large, publicly held energy company, and in negotiation of the foundational agreements. The alliance agreement covered asset development, trading, retail marketing and other areas essential to electric utilities in today's competitive energy environment. Mr. Hern continues to advise electric utility clients on issues raised by industry restructuring including functional unbundling, codes of conduct and retail choice.
