Professional Summary
Karen Wagner practices extensively in the areas of municipal law, real estate development, zoning, planning, and environmental law. Ms. Wagner represents the Town of New Castle, and the Villages of Briarcliff Manor, Elmsford, and Pleasantville in all phases of litigation, including appeals, in state and federal courts, arising from land use and environmental disputes. These matters include: construction projects, easement and adverse possession rights, contracts, tax certiorari, agricultural districts, and municipal board actions with respect to proposed land use projects. She also advises these municipalities on an array of municipal law issues including: constitutional issues, criminal zoning violations, bonding, inter-municipal disputes, insurance issues, and general liability. She also assists in drafting rules, regulations, and policies for various municipal organizations.
Ms. Wagner also represents the interests of numerous private clients, including real estate companies and restaurant chains, in various litigation matters and also before boards seeking land use approvals concerning area or use variances, special use permits, site plans, subdivisions, and/or re-zoning throughout Westchester, Putnam, and Rockland counties. She has also counseled owners of contaminated properties
