Josephine "Jo" Ursini has over 25 years experience in government contracts, including positions as Director of Contract Claims for Price Waterhouse's Government Contractor Consulting Service, and as in-house Contracts Counsel for SatoTravel, a major government travel management company now a unit of Navigant International, Inc.
Jo provides both pre-award and post-award counsel regarding procurements conducted by federal civilian and military agencies. During the procurement phase, Jo provides assistance with pre-proposal questions and concerns, and representation in GAO protests. Post-award, Jo also assists clients with negotiation of confidentiality agreements, development of cost accounting systems, negotiation of subcontracts, and preparation of claims for equitable adjustments.
Jo has prepared Congressional testimony, appeared before the House Small Business Committee, and has provided numerous "white papers" on behalf of clients and industry organizations with regard to major federal procurements. She has been qualified as an expert witness in Federal Court, and quoted in major publications, such as the Wall Street Journal, Government Executive, Federal Times, and the Travel Weekly. She has also been a regular speaker for the Society of Government Travel Professionals (SGTP), as well as the National Contract Management Association.
Jo has an undergraduate degree from Boston College and a J.D. (1977) from New York University School of Law. Following a clerkship at the Trial Division of the then U.S. Court of Claims in 1977-1978, she was an associate at Fried, Frank, Harris, Shriver & Kampelman in Washington, D.C., and a Principal in Dickstein, Shapiro and Morin (D.C.). She also has been counsel with Hogan & Hartson (D.C.); and Of Counsel to Roberts & Hundertmark (MD). management personnel. |
