Joseph Cook is a Director of Synectics’ IT Group and Project Manager for IT projects for the Office of the Inspector General OIG, within HHS. He currently oversees a number of projects for OIG, including support for IGNet the Web site of the Federal Inspectors General Councils. Since joining Synectics, he has participated in the analysis and design of significant projects for SAMHSA, the Health Resources and Services Administration (HRSA), and ACF. He has been instrumental in organizing a team to support the ACF Chief Information Officer (CIO) functions that include strategic IT planning and performance, capital investment planning and inventory control, portfolio management, earned value reporting, enterprise architecture reporting and alignment, security documentation and reviews, e-government, lines of business and SmartBuy implementation plans, and regular updating of OMB Exhibits 53 and 300. He is a seasoned expert in the use of modern financial, human resource, and IT management theories and practices. He has more than 30 years experience working with government budget and financial systems, including 15 years in senior policy positions. He possesses a broad knowledge of federal programs, management policies, and support applications, combined with a deep and practical understanding of how IT can serve the strategic interest of the federal government. Mr. Cook received an MBA from The Johns Hopkins University, 1990, and earned a BA in Social Relations at Harvard College in 1968. |
