Joseph G. Billings serves as Of Counsel to Miles & Stockbridge. Mr. Billings is a government contracts lawyer who represents a diverse range of clients including services contractors, construction contractors, cabling companies, software developers, hardware manufacturers, munitions manufacturers, systems integrators, and environmental remediation companies. Mr. Billings drafts and negotiates proposals, subcontracts, vertical and horizontal teaming agreements, financing agreements, licenses, leases, ECPs, VECPs, and requests for equitable adjustment. He also provides compliance advice on export controls, federal labor laws, certifications, cost principles, Cost Accounting Standards (CAS), and other government contract subjects. Mr. Billings has substantial experience in advising clients on how to preserve intellectual property rights at both the pre-award and post-award stages. Mr. Billings has engaged in substantial litigation, including representing clients in agency and Government Accountability Office protests, size protests, and protests in the U.S. Court of Federal Claims; preparing and litigating claims in the U.S. Court of Federal Claims, U.S. Bankruptcy Court, federal boards of contract appeals, and the Maryland State Board of Contract Appeals; and defending against white collar criminal allegations of false claims, including defective pricing, product substitution, and false certification of business size. He also represents clients in debarment and suspension proceedings, and uses alternative dispute resolution mechanisms where appropriate to resolve disputes between subcontractors and primes, sureties and principals, and sureties and indemnitors.Mr. Billings served four years in the U.S. Army. After receiving training at Fort Benning, he served in Germany as a platoon leader, battery executive officer and battalion operations officer with a HAWK air defense unit. After serving as a reservist in the Navy’s JAG Corps, he retired as a Captain.
