With a background in computer science and finance, Mr. Hoyle is responsible for establishing database systems and protocols to enter and record field data, reconciling and approving contractors’ invoices, serving as a liaison to FEMA on behalf of clients to audit load tickets and expenditures and help FEMA’s Public Assistance Officers in preparing project worksheets for reimbursement. Mr. Hoyle is intimately familiar with the FEMA appeals process. He has used this experience and database acumen to protect the financial soundness of clients’ debris removal operations. Mr. Hoyle served as BDR's Project Manager in assisting Santa Rosa County recover from the effects of Hurricane Dennis. He has significant debris management experience, having served as Project Manager for some of the largest clean-up projects in U.S. history. This includes assignments for Harrison County (MS), the City of Gulfport (MS), the City of Waveland (MS) and Escambia County (FL).
