Mr. Mitchell is a principal and consulting actuary with Milliman and manages Milliman’s Atlanta Employee Benefits Practice. He specializes in providing actuarial, benefits, and due diligence consulting services, specifically working with companies and public organizations that sponsor defined benefit pension plans, supplemental executive retirement plans, and post-retirement medical plans.
Mr. Mitchell regularly works with clients on retirement plan design, implementation, valuation, communication, and administrative issues. A licensed attorney, he has extensive knowledge of ERISA, the Internal Revenue Code as it relates to qualified and nonqualified pension plans, FASB 87 (employers’ accounting for pensions), FASB 88 (employers’ accounting for settle¬ments and curtailments of defined benefit pension plans and for termination benefits), FASB 106 and GASB 45 (employers’ accounting for post-retirement benefits other than pensions), and IRC 280G as it relates to the valuation of SERP liabilities.
With regard to due diligence consulting, Mr. Mitchell specializes in assisting companies with identifying and quantifying the financial risks related to DB plans, SERP, and/or post-retirement medical plans for organizations that may be targeted for merger or acquisition. Those services, in general, include:
Reviewing plan documents for qualification issues
Assessing potential plan exposures (e.g., the effect of change-in-control provisions, plan underfunding, and operational defects)
Identifying financial risks and forecasting future contribution and expense requirements
Assisting with employee benefit plan assimilation issues
Experience
Prior to joining Milliman, Mr. Mitchell served as senior actuarial consultant for a nationally- recognized employee benefits consulting firm and as a senior manager for an international accounting and consulting firm where he led the firm’s regional actuarial group and benefits assimilation services group.
