He has extensive experience in the economics of antitrust, merger analysis, regulated industries, and intellectual property. Dr. Hayes has provided expert testimony and advice to the U.S. House of Representatives, the U.S. Department of Justice, the Federal Trade Commission, the Federal Communications Commission, and various state agencies. He has conducted and participated in studies of airlines, semiconductors, telecommunications, petroleum, plastics, medical equipment, and computers, among other industries.
