Mr. Carter is a Managing Director of Siebert Brandford Shank and serves as President of SBS Financial Products Company, LLC, a separately capitalized, single-purpose entity created and existing solely to serve as principal in derivatives transactions with Siebert Brandford Shank’s municipal issuer clients. Mr. Carter has been involved in the municipal finance field for over 20 years. He started his career at E. F. Hutton in the tax exempt housing finance group. He took his expertise to Paine Webber in 1987 where he helped to develop taxable mortgage and CMO products for state agency clients. In 1989, Mr. Carter joined MBIA Insurance Corporation where he was charged with developing financial guarantee business in the taxable mortgage and asset backed finance area. Mr. Carter joined M. R. Beal & Company in 1990 where he most recently served as Executive Vice President and Co-Head of Investment Banking and was responsible for all transaction structuring and execution. Mr. Carter has worked on wide range of transaction types, including housing bonds, lease financings, general obligation bonds, tobacco securitizations, refundings and pension obligation bonds. He has extensive experience in derivatives applications for municipal issuers and he has also worked on initial and secondary public equity offerings, public and private corporate debt offerings, and mortgage backed and asset-backed securities offerings.
