Professional Experience
Government Contract
Assisted a $3 billion engineering firm to redesign its U.S. government contract cost structure. This involved analyzing the Company's current cost structure to identify improvements for cost recovery while ensuring compliance with the applicable CAS and FAR requirements. In addition he assisted in the preparation and negotiation of applicable cost impact proposals resulting from the implementation of the new structure.
Designed the U.S. government contract cost structure for a multi-billion dollar information technology firm. This included preparation of the CASB Disclosure Statements resolution and negotiation of various CAS non-compliance matters and implementation of controls and procedures to ensure ongoing compliance with FAR and CAS.
Assisted various companies with compliance related matters in connection with GSA/VA Federal Supply Schedule contracts ranging from proposal preparation internal control design to government audit support response and rebuttal assistance as well as voluntary disclosure assistance.
Assisted numerous clients in the preparation of Federal government contract claims resulting from changes delays or terminations. These claims have involved primarily aerospace & defense contractors in a variety of industries including electronics manufacturing and professional services.
Healthcare
John assisted the largest for-profit hospital system for a five-year period in its efforts to respond and address matters related to the Federal government investigation of the company. This entailed numerous reviews and analyses to evaluate a wide variety of different compliance matters related to the company's operations including but not limited to medical necessity billing practices Medicare cost reporting and internal controls.
Performed a comprehensive billing review for a hospice chain to assess Medicare billing compliance and any potential corresponding non-compliance exposures.
Performed a comprehensive billing review for a 700-bed hospital in Las Vegas NV to evaluate and quantify the potential exposure related to non-compliance with applicable state Medicaid billing requirements. In addition assessed several specific allegations raised by the State Attorney General investigation regarding coding of specific laboratory and emergency room procedures.
Performed an analysis for a major hospital in Las Vegas NV to evaluate reimbursement rates with a major insurer for purposes of preparing to negotiate the contract renewal.
