John R. Halleran
Of Counsel
Mr. Halleran specializes in land use law, having represented major builders throughout the state in the development of planned unit developments, private residential communities, and commercial and industrial complexes in connection with applications for development approvals to municipal, county and state regulatory agencies for projects located throughout New Jersey.
Mr. Halleran has represented a number of major planned residential retirement communities comprising thousands of dwelling units developed by Leisure Technology, Inc., U. S. Home Corporation, K. Hovnanian Enterprises, and Hovnanian Industries; residential, commercial, and industrial subdivisions of various sizes; site plans for retail shopping centers, office buildings, and industrial buildings; and approvals for single-use facilities such as restaurants, cogeneration and utility plants and congregate care facilities. In conjunction with large-scale residential projects, he has represented franchised sewer and water utility companies in their formation and in their proceedings before the Board of Public Utilities.

Mr. Halleran has served as Standing Master in litigation appointed by the Superior Court of New Jersey. He has lectured and appeared as a panelist in seminars and symposia sponsored by the National Association of Home Builders and the New Jersey Builders Association involving land use issues.
