John M. Stolz oversees cost estimating and risk assessment for the firm from our San Francisco headquarters. Of his 27 years in the underground construction industry, he has spent the past 18 with Jacobs Associates.
Mr. Stolz draws upon his construction contracting field experience, competitive and conceptual cost estimating skills, understanding of construction contract language, and construction claims analysis skills in providing client services. His expertise encompasses cost estimating, specifications and constructability review, value engineering, underground design, claims analysis and resolution, and expert witness testimony. Mr. Stolz has contributed to most all of Jacobs Associates’ recent major projects. Select examples include the San Vicente Pipeline Tunnel in San Diego, the Bay Tunnel Pipeline in San Francisco, and University Link in Seattle.
His publications include a white paper on the use of a Price Adjustments Clause for payment of materials subject to price volatility. Mr. Stolz also recommended changes to the federal Differing Site Condition Clause. Additionally, he researched and wrote the Guide Specification and Three-Party Agreement sections for the Disputes Review Board Foundation’s 2004 Practices and Procedures Manual. A licensed professional engineer in the State of California, Mr. Stolz has a BS in Mining Engineering from the Colorado School of Mines. |
