Chairman of the Energy and Utility Law Practice Group, Buchanan Ingersoll & Rooney
John Quain has served as the Chairman of the Energy and Utility Law Practice Group, Buchanan Ingersoll & Rooney since 2001. The group provides innovative solutions to current regulatory and legislative issues facing the energy and utility industry. The group specializes in strategic planning, legal and regulatory consultative services for energy and utility companies on a national and international basis.
From 1993-2001, Mr. Quain was a Commissioner and then the Chairman of the Pennsylvania Public Utility Commission (PUC). In this role, he facilitated the stakeholder collaborative process that led to the development and passage of consensus electric retail choice legislation, Pennsylvania’s landmark Electricity Generation Customer Choice and Competition Act.
Prior to his appointment to the PUC, Mr. Quain served as managing partner at Tucker Arensberg, P.C., where he led the Administrative Law/Governmental Relations practice group.
Mr. Quain was elected to Mirant's Board of Directors in 2006.
