John D. Carter in May 2005 was elected Chief Executive Officer, President and a Director of the Board of Schnitzer Steel Industries. The Portland-based company, which trades on NASDAQ under the symbol SCHN, is one of the nation's largest recyclers of ferrous metals, a leading self-service used auto parts retailer with 30 locations in the U.S. and Canada, and a manufacturer of finished steel products. Mr. Carter, an Oregon native, also serves as a director of Northwest Natural Gas Company, Flir Systems, Inc., Kuni Automotive, as well as London & Continental Railways, Ltd., and Cross London Rail Links, Ltd. in the U.K. He has served in various advisory roles, including consultant to the U.K. Director General for Railways, Aviation, Logistics, Maritime and Security Groups in the U.K. Department for Transport and (until recently) with the privatization advisory group in Holland sponsored by the Dutch Treasury. He also owns other business interests through Birch Creek Associates LLC, including some in the Oregon wine industry. Mr. Carter was a member of the senior executive management team at the engineering and construction firm Bechtel. From 1988 to 2002, he served as director of Bechtel Group, Inc. and multiple Bechtel subsidiaries. Carter was an executive vice president of parent company Bechtel Group, Inc. (BGI), and served as president of various operating entities, in addition to Bechtel Enterprises. He was also a member of the BGI executive management committee and the boards of multiple affiliates including InterGen (formerly International Generating Company) and International Water Ltd. Carter chaired the Bechtel 401(K) retirement plan and Bechtel Foundation. At the time he retired from Bechtel, among other responsibilities, he sponsored Bechtel’s corporate services, including legal, finance/controller (including CFO), information systems & technology, external affairs and shared services. From December 1998 to December 2000, Carter provided senior executive oversight of Bechtel’s telecommunications, industrial, civil and information systems & technology and water businesses worldwide. From September 1997 to December 1998, he was president of Bechtel’s Europe, Africa, Middle East, Southwest Asia (EAMS) region. In that capacity he oversaw all of the company’s management, operations, business development, and marketing activities in the region, which encompasses Eastern and Western Europe, Russia, the Gulf States, and the countries of Africa and Southwest Asia. His duties included a lead role for Bechtel in the organizational and financial restructuring of the Channel Tunnel Rail Link in the United Kingdom, as well as managing the execution of other power, petroleum and civil projects for the company. Previously he served briefly as president of Bechtel’s North American region and government companies, and was president of Bechtel Enterprises, Inc. from 1992-1997, as well as a director of U.S. Generating Company and other Bechtel Group and Bechtel Enterprises ventures. During his tenure as president of Bechtel Enterprises, Carter was responsible for the growth and eventual sale of U.S. Generating Company to Pacific Gas & Electric, the purchase of J. Makowski Company (an independent power developer), as well as the creation of International Generating Company, its purchase from Pacific Gas & Electric, and later partial sale to Royal Dutch Shell. Bechtel Enterprises also developed and financed several major independent power stations around the world on its own. Bechtel Enterprises started other joint companies during Carter’s presidency, including International Water Ltd., United Infrastructure Company, BCN Data Systems, EnergyWorks, Genuity, an airport development company, and other companies involved in the finance and development of energy, transportation, and telecommunications/data businesses. Before joining Bechtel, Carter was a partner with the San Francisco law firm of Thelen, Marrin, Johnson & Bridges, Bechtel’s longtime outside counsel. He joined the Thelen firm after clerking for Judge John Kilkenny of the U.S. Court of Appeals (Ninth Circuit). Carter received a bachelor’s degree in history from Stanford University and a Juris Doctor degree from Harvard Law School. He is a member of the California State Bar, U.S. Supreme Court Bar, American Bar Association, San Francisco Bar Association, and several other professional groups. He has also been admitted to practice before the U.S. Court of Appeals (Ninth Circuit), U.S. Court of Claims, U.S. District Courts (Northern California and Oregon), and U.S. Tax Court. Carter has edited a number of publications, including books on construction techniques and joint venturing internationally, and continues to co-chair several industry conferences. He has also participated actively in civic, educational, and community organizations, including school boards, the San Francisco Chamber of Commerce, and business associations such as the Chairmans’ Club in London. He current serves on the Advisory Board for the Portland State University College of Engineering and Computer Sciences. He and his wife Linda have three children, Courtney (26), Doug (23) and Chris (21). |
