Mr. Pirko is a shareholder in the Firm’s Governmental Relations and Regulated Industries Group. He focuses his practice on administrative and regulatory actions and proceedings before the Federal Energy Regulatory Commission, the Virginia State Corporation Commission and the Maryland and Delaware Public Service Commissions. Mr. Pirko’s practice is anchored by the representation of a G&T Cooperative, Old Dominion Electric Cooperative and several of its member distribution cooperatives. He has extensive and varied experience in conducting the administrative litigation of complex utility matters including the regulatory certification of new generation facilities built by Old Dominion Electric Cooperative in Maryland and Virginia, and in representing energy companies in regulatory and rulemaking proceedings before state and federal agencies. Mr. Pirko is also widely experienced in negotiating and drafting power supply, plant construction, plant management, and other energy-related contracts, and in advising electric utilities, particularly electric cooperatives, on general corporate matters including charter and bylaw revisions, regulatory filings and strategic planning. He has participated in regulatory proceedings to implement electric utility industry restructuring on behalf of utility clients at both the state and federal level.
