Joan Mandeville is the Chief Executive Officer of Blackfoot Telephone Cooperative and Blackfoot Communications, Inc. As Blackfoot’s CEO since 2003, Ms. Mandeville has overseen the implementation of next-generation digital networks and the introduction of a new data-centric of products and services.BACKGROUND Beginning in 2001, Joan served as Chief Financial Officer for the Blackfoot Telecommunications Group. Her Blackfoot career began in 1997 at the Blackfoot Telephone Cooperative, where she was Assistant Manager, a position that included supervision of planning, legal and regulatory matters, service commitments, and human resource activities. INDUSTRY INVOLVEMENT Member and General Manager, the Montana Telephone Association Staff member and telecommunications specialist, the Montana Public Service Commission Former member, the National Rural Task Force, a body appointed by the Joint Board to review federal cost support issues (Joan was instrumental in creating a five-year plan that provided a stable revenue stream for rural telecommunications companies.)
