Jim has worked in the higher education and healthcare environments for more than 20 years. His experience working with universities academic medical centers and non-profit institutions has provided him with extensive knowledge of administrative processes and operations. He has extensive knowledge of a wide variety of government regulations and cost principles including OMB Circulars A-21 A-110 A-122 and other federal regulations including DHHS Publication OASC-3.
Professional Experience
Prior to joining Huron Jim was Director of the Higher Education Facilities and Administrative Cost Practice at MAXIMUS. In addition he worked as a Manager for KPMG Consulting as well as Controller for the Colorado School of Mines earlier in his career. He has worked with more than 35 premier academic medical centers and research universities.
Representative examples of Jim's engagement experience include:
Served as the engagement director for the calculation of Facilities and Administrative (F&A) Rates at more than 30 Universities. Responsible for the successful completion and negotiation of the F&A calculation. Services include the completion of cost analysis functional space studies and compliance reviews. Led to potential increases in operating revenues for institutions in the form of reimbursements associated with sponsored projects.
Directed the development enhancement and support of the MAXIMUS Comprehensive Rate Information System (CRIS). Ensured that the system complied with the data and functionality required by the federal regulations. Responsibilities included the installation of the software at institutions and providing ongoing support of the system.
Assisted over 20 universities with preparation of their Disclosure Statement (DS-2). This assistance included cost analysis policy and procedure reviews university wide training and policy development required to comply with the Cost Accounting Standards.
Served as lead negotiator for more than 20 research universities providing strategic support to finalize new F&A rates.
Conducted reviews and provided guidance at research universities relating to effort reporting systems fringe benefit rate calculations and cost accounting and service center costing practices.
Project manager of a team that reviewed a large Federally Funded Research and Development Corporation's ERP implementation. This included a review of the roles and responsibilities business processes and information technology deployment. Provided recommendations and developed a plan to help improve the quality and efficiency of administrative services provided to the corporation.
As Controller responsible for the financial management of a research university including: general accounting financial statement preparation audit oversight student accounting grants administration procurement accounts receivable sponsored accounting facilities and administrative cost calculation and negotiation Federal compliance and fringe benefit rate calculation.
