Ms. Sweeney is a Shareholder with Brownstein Hyatt Farber Schreck. Based in the firm’s Albuquerque office, she works in the Public Finance Group. Ms. Sweeney focuses on government finance law, economic development and state tax incentive law, government relations and securities law. She also represents issuers and underwriters in connection with the issuance of government securities. Ms. Sweeney currently serves as bond counsel for the New Mexico Finance Authority, the New Mexico State Board of Finance, the University of New Mexico and the City of Albuquerque, among others. Prior to joining the firm, Ms. Sweeney was a shareholder at Sutin, Thayer & Browne. Before entering private practice, Ms. Sweeney served as general counsel for the New Mexico Department of Finance and Administration under Secretary David Harris, where she practiced public finance, personnel, procurement, contract and state constitutional law. Ms. Sweeney also served as a legislative analyst for the Legislative Finance Committee under Chairman Max Coll. A frequent presenter, Ms. Sweeney lectures on the creation of public improvement and tax increment for development districts, state procurement issues and Constitutional debt restrictions and the special fund doctrine. |
