Jesse Frommer, Principal, has been a member of Loeb & Troper's Health Care Consulting Division for over fifteen years. While during the course of his tenure at Loeb & Troper Mr. Frommer has served a diverse array of major health care organizations in New York, he is particularly skilled in addressing a wide range of planning and reimbursement issues related to the home care industry. In this capacity, Mr. Frommer successfully negotiated with the Department of Health for a revised formula to increase reimbursement for the New York City certified and long-term home health care programs (CHHAs and LTHHCPs) in a number of areas.Other consulting services provided to home care providers, as well as other clients, include review and appeal of third-party rates, preparation of cost reports, costing analyses, development of financial projections and forecasts, and conducting labor cost affordability studies. During the past two years, Mr. Frommer has been particularly involved in assisting clients in addressing "PPS preparedness"-changes to systems and procedures in response to provisions of the Balanced Budget Act-prospective payment, consolidated billing, home care IPS, etc. This has involved such activities as development of full charge structures, design of methodologies and systems for cost accounting, and development of billing systems, including design of a "charge library," to name but a few.Mr. Frommer has been very involved in the development of the PACE Model - managed long-term care in New York, specifically with rate development, budget preparation, analysis of cost and utilization statistics.Mr. Frommer is a member of the several professional organizations.
