Jeffrey Prisbrey is a Vice President at Competition Policy Associates, Inc. His recent projects include a comprehensive antitrust evaluation (including both liability and damages) of alleged claims of monopolization and foreclosure in the pharmaceutical industry. He has also worked on several class certification matters. And, he has recently worked on mergers between firms in the steel, energy, and agricultural industries. In support of these merger reviews, he has provided analysis of market definition, vertical effects, entry, and merger simulation, among other issues.
Prior to joining COMPASS, Dr. Prisbrey held positions at the Antitrust Division of U.S. Department of Justice and at the U.S. Federal Communications Commission (FCC). While at the Antitrust Division, he provided competition and regulatory analysis that spanned a variety of industries including telecommunications, movie exhibition, agricultural products, computer software, railroads and paper making. While at the FCC, he worked in both the Common Carrier Bureau and the Mass Media Bureau. He worked on issues as diverse as Universal Service, local network access pricing, broadcast program choice, affiliate contracting, station ownership and attribution, and broadcast license allocation. He was one of the principal designers of the FCC's Hybrid Proxy Cost Model (HCPM). The HCPM is a computer model that is used by the FCC to estimate the forward looking cost of Universal Service. Dr. Prisbrey has a Ph.D. from the California Institute of Technology, and has held academic positions at the University of Virginia in Charlottesville, Virginia, and at Universitat Pompeu Fabra in Barcelona, Spain. He has had refereed articles published in The American Economic Review, The Journal of Public Economics and Telecommunication Systems. |
