Jeff Kelsey is a director with Katz, Sapper & Miller where he leads the firm’s property tax consulting and compliance services. With over 22 years of property tax experience, Jeff is recognized as one of the leading property tax authorities in the state of Indiana. He has worked closely with both Fortune 500 companies and growing entrepreneurs, assisting them with tax planning, audit defense, property tax abatement, and other value-added opportunities. In addition to his 12 years of public accounting experience, Jeff spent ten years with the Indiana Board of Tax Commissioners where he was an author of Indiana’s current property tax regulations. He has worked with a variety of industries during his career, including utilities, chemical processors, multinational manufacturers, equipment lessors, financial institutions, real estate developers and retailers.
Education:
Jeff received a Bachelor of Science degree in Accounting from Ball State University.

Jeff is a member of the American Institute of Certified Public Accountants and the Institute for Professionals in Taxation. He is a Level II Appraiser and Certified Tax Representative. Jeff currently serves on the board of directors for the Indianapolis Opera. |
