Jeff Harris is a partner in Ellison, Schneider & Harris, practicing in the firm’s energy group. Jeff’s practice in recent years has focused on power plant siting and environmental issues related to the California Environmental Quality Act (CEQA). Jeff has helped clients develop and implement complex permitting strategies. Jeff and his colleagues successfully licensed the high-profile Metcalf Energy Center. Jeff has extensive experience in administrative proceedings, representing clients in public proceedings, including, applications for licenses and permits, public agency rulemakings, and responses to requests for proposals. He has drafted statutory language for proposed legislation, reviewed proposed legislation, and testified in legislative hearings. In addition to his energy practice, Jeff also has experience with land use and development issues, representing clients before local governments on land use entitlements. Prior to entering private practice, Jeff worked for the United States House of Representatives. He was Associate Staff to the House Appropriations Subcommittee on Energy and Water Development and served as Legislative Counsel to Congressman Vic Fazio. He also has litigation experience with mandamus proceedings before the California Supreme Court, the First District Court of Appeals, the Third District Court of Appeals, Sacramento Superior Court, San Francisco Superior Court, and Contra Costa Superior Court. |
