The Chief Utilities Engineer is responsible for overseeing all aspects of Electric Division operations, including generation, transmission and distribution, and planning. He also serves as liaison for special technical projects, including major infrastructure improvements, undertaken by all areas of the utility. The person in this position is appointed by the General Manager and serves at his discretion.
Jay C. Bartlett has served as CWLP’s Chief Utilities Engineer since June 1999. He has worked for the utility since 1984, beginning as an entry level engineer and working his way up through the ranks to the position of Supervisor of Power Generation Engineering, in which he oversaw the engineering department, the test and results department, and chemistry lab operations at the power plant.
