Lieutenant General (LTG) Bates joined SYColeman, a division of L-3 Communications, as vice president of business development in the spring of 2004 and soon thereafter was promoted to president. Before joining the company, he spent six years as a senior vice president for L-3 MPRI, responsible for all contract activity in the continental U.S. During the period January to June 2003, he was recalled to federal service to help stand up and deploy the Office of Reconstruction and Humanitarian Assistance to Baghdad as part of Operation Iraqi Freedom. He served as Chief of Staff of that organization until it became the office of the Coalition Provisional Authority. LTG Bates graduated from Cornell University in 1964 and was commissioned as an Infantry Officer in the Regular Army. He served as the Army’s 58th Inspector General from August 1995 to October 1997.
