Mr. Insley is an associate in the Firm’s Government Relations and Regulated Industries Group. He focuses his practice on regulatory matters before agencies, boards and commissions of the Commonwealth of Virginia. He represents clients in matters relating to alcohol beverage regulation, natural resources and conservation. Mr. Insley is a former Special Agent with the Virginia Department of Alcoholic Beverage Control and State Marine Police Officer with the Virginia Marine Resources Commission. Having served over 10 years as a regulatory enforcement officer/agent, Mr. Insley has a unique and practical insight to agency regulation. This hands on experience allows him to better serve his clients who conduct business in a regulated industry. Mr. Insley has represented business in Virginia ranging from national chains to sole-proprietorships in licensing/permits, negotiations, disciplinary hearings, appeals as well as Federal litigation.
