James F. Blair is first vice-chairperson of the Permanent Citizens Advisory Committee (PCAC) to the MTA. He became a member of the Metro-North Railroad Commuter Council and PCAC in 1991. He served as chair of PCAC from 2001 to 2005.
Mr. Blair is a former senior managing director of the fixed income area of Teachers Insurance and Annuity Association-College Retirement Equities Fund (TIAA-CREF). He had been with the firm since 1967.
He has served as a board member of the Northern Westchester United Way and is former vice chairman of the Village of Ossining Zoning Board of Appeals. He currently is a member of the Town of Ossining Zoning Board of Appeals and the American Bar Association.
A graduate of Trinity College, Mr. Blair holds a law degree from St. John’s University. |
