James E. Koch Ph.D. P.E. is Senior Vice President with Hill's Project Management Group in charge of the company's Baghdad Iraq office. Dr. Koch is Program Manager leading Hill's assignment for the U.S. Army Corps of Engineers' Iraq Reconstruction Program.
Dr. Koch has over 26 years of extensive experience managing projects and programs for both owner and contractor organizations. Dr. Koch spent over 20 years with the U. S. Army retiring as a Lieutenant Colonel where he managed construction and renovation of military transportation residential medical environmental educational and other facilities throughout the world. He is exceptionally qualified and experienced to successfully deliver construction projects under challenging circumstances.
Prior to joining Hill Dr. Koch was Managing Director for the American Concrete Institute where his responsibilities included day-to-day leadership for the activities of the concrete industry's Strategic Development Council. He was also the Director of the graduate program in construction management in the Department of Civil Engineering at Washington University in St. Louis.
Dr. Koch has also co-authored several articles for professional magazines dealing with quality design-build solicitations and construction project controls. An accomplished speaker and lecturer he has given seminars on design-build cost engineering and risk management for environmental remediation projects.
Dr. Koch earned his Ph.D. in engineering management from the University of Missouri at Rolla his M.S. in civil engineering and his Engineer's degree in construction management from Stanford University and his B.S. in commerce from Washington & Lee University. Dr. Koch is a registered professional engineer in the District of Columbia and is an accredited LEED (Leadership in Energy and Environmental Design) Professional.
