Mr. Chapman joined KGS in June 2007 as Executive Vice President and Chief Operating Officer. He is responsible for all client program and service delivery efforts and oversees all day-to-day administrative and operational support to the KGS field force.
Prior to joining KGS, Mr. Chapman was the Vice President of BRADSON CORPORATION and directed operations for its DoD, Homeland Security, and civilian agency customers. He was responsible for executive management of all customer engagements, contract delivery as well as customer relationship management. Mr. Chapman has expertise in federal government operations, CFO compliance management, OMB Circular A-123 compliance, and business modernization.
Prior to joining BRADSON CORPORATION, Mr. Chapman had a distinguished 20-year career with the United States Army. He served in the aviation branch flying OH-58 scout and AH-1 attack helicopters. He also served in the comptroller field working as a program and budget officer at the National Security Agency (NSA) and U.S. Army Special Operations Command (USASOC).
Mr. Chapman is a professional accountant with experience in DoD accounting, budgeting, and financial reporting including support to the National Geospatial-Intelligence Agency (NGA). He led efforts to improve Defense Agencies audit readiness by documenting and assessing accounting cycles, providing solutions for known problem areas, writing and implementing new policy, and developing standard operating procedures that would enhance auditability. He has experience and expertise applying new accounting concepts within DoD organizations and working with Defense Finance and Accounting Service (DFAS) to resolve entity reporting issues. He also has experience working at various levels within DoD including work as the principal developer of the Program Objective Memorandum (POM), Budget Estimate Submission (BES), and Congressional Justification Book (CJB) materials.
Mr. Chapman is a Certified Public Accountant (CPA) and a Certified Internal Auditor (CIA). He holds a Master’s Degree in Business Administration (MBA) from Syracuse University and a Bachelor’s Degree in Accounting from the University of Illinois. Additionally, Mr. Chapman is a graduate of the Professional Military Comptroller’s School, Maxwell Air Force Base, Alabama. |
